The Communications Department serves as Pitt County's 9-1-1 location for public safety matters. Communications receives emergency response calls for all municipal and unincorporated parts of Pitt County, 24 hours a day. 9-1-1’s Telecommunicators dispatch 21 fire departments, 11 rescue squads, 1 Quick Response Vehicle, and transfer calls to 11 law enforcement agencies, as required to render assistance.
The Pitt County Animal Shelter and Vector Control provides a shelter for stray animals and owner turn in animals which can either be placed up for adoption or euthanized. NC State law only requires stray animals be held for 72 hours. It is very important if you have lost an animal to immediately report it. The Animal Shelter also provides rabies control services such as loaning out of dog/cat traps and investigating animal bites in the county, as well as offers annual rabies clinics offering vaccines for $5 and replacement rabies tags at no charge. Vector control services are also provided throughout the county. Larvaciding and spraying for adult mosquitoes is available. The Pitt County Animals Shelter operation hours are Monday through Friday 1:00 p.m. to 5:30 p.m. and Saturday from 11:00 a.m. to 12:30 p.m. The Shelter is closed on Sundays and holidays. The Buildings and Grounds Department provides repair and maintenance services to all county government properties. The staff includes mechanics who are proficient in electricity, plumbing, heating and air conditioning, painting, construction, cabinetry, locksmithing, and other services. Buildings and Grounds is a part of Pitt County Development Services.
The Clerk to the Board is appointed by and serves at the pleasure of the Board of Commissioners. The Clerk is responsible for creating, coordinating, and maintaining a permanent record of Board actions, including historical and current official documents, preparing the meeting agendas, and providing the necessary materials for Board meetings. The Clerk schedules and coordinates the meeting schedule for the Board, individual Commissioners, and other County representatives, as necessary. The Clerk advertises and processes citizen applications to serve on County-appointed boards and committees. The North Carolina Cooperative Extension Service is an out-of-school approach to extend the technology and research of North Carolina State University and A&T State University. It is cooperatively funded and managed by the county, state, and federal governments, providing information on subjects such as agriculture, home economics, youth, and community and rural development. Professional staff address topics including canning, gardening, weed and insect control, lawn and tree care, beef cattle management, financial management, nutrition, leadership development, and youth development. 4-H activities are available through clubs, camps, and special interest activities.
The Pitt County Manager's Office consists of the County Manager, Clerk to the Board and the Deputy County Manager of Community Services. The Manager's office is charged with handling the day-to-day operations of County Government and works closely with the Pitt County Board of Commissioners. The Manager is responsible for managing and coordinating the implementation of the Board policies and directives. The Manager serves as Budget Officer and oversees the budget which supports over 21 departments and agencies. The Manager ensures that services are provided in a positive and timely manner.
The Pitt County Detention Center is a 404-bed facility constructed in 1993. It houses Federal, State and County inmates, both male and female, who are awaiting trial for who have been sentenced to brief periods of incarceration.
The Pitt County Development Commission recruits new industry and supports existing industry in Pitt County. Its mission is to promote job growth, diversify the County's economy, and expand the local tax base. Research data, printed materials, and prospect missions are components of the Commission's efforts. The Commission maintains a free listing of available industrial and major office buildings and sites. The Commission works closely with the North Carolina Department of Commerce, North Carolina's Eastern Region Partnership, local Chambers of Commerce, East Carolina University, Pitt Community College, and University Health Systems.
Pitt County's Board of Elections is comprised of three members who are appointed for two year terms by the State Board of Elections. Board meetings are scheduled according to state statute and as needed. The Board, Director, and staff conduct national, state, county, and municipal elections, and special referenda in precinct voting places throughout the county. The Elections office provides in-person and mail-in voter registration, updates voter records upon receipt of signed change registration forms, provides absentee voting services as authorized by statute, and determines electoral district voting status for all voters, including voters affected in areas annexed by municipalities. Computerized voter data and statistics are available at cost to the public upon specific written request. Original election data can be examined in the office.
Serving as the coordinating agency for emergency response in the event of a disaster, Emergency Management maintains plans for coping with emergencies such as tornados, hurricanes, floods, and nuclear accidents. The department works closely with the County and municipal fire departments and rescue squads.
The Engineering Department has management responsibility for the Solid Waste, Building Inspections Planning and Buildings and Grounds Departments. The Department also administers the house-keeping contract and construction contracts for County facilities. Other responsibilities include technical review of private land development plans, design of some County construction projects and administration of construction related locate State and Federal regulations and policies. Environmental Health is a division of the Pitt County Health Department. The division’s major responsibility is to protect the health of Pitt County citizens by applying sound environmental health principles through enforcement and education.
Financial Services is responsible for managing the financial operations of Pitt County in accordance with North Carolina's Local Government Budget and Fiscal Control Act. Financial Services establishes and maintains the accounting system, controls expenditures, manages the receipt and deposit of moneys and other assets, and prepares the County's financial reports including but not limited to the Comprehensive Annual Financial Report (CAFR) and the Annual Budget.
The Human Resources Department maintains a listing of all job vacancies available in County government. Information on current job vacancies and the application process are available by calling the County Job Line at (252) 902-1001. In addition to maintaining information on job vacancies, the Human Resources Department is responsible for recruitment and screening, new employee orientation, maintenance of the County's classification and pay plan, interpretation of personnel policies, and development and implementation of employee benefits programs.
Before beginning any building or repair project, contact the Building Inspections Division of the Engineering Department. The Division administers all building code regulations and performs inspections in the unincorporated areas of the County and for all municipalities with the exception of Greenville and Farmville. Permits are required for general construction, for electrical, gas, mechanical, and plumbing work, for moving and placement of a mobile home, for demolition of buildings, and for insulating a home.
The Legal Department provides in-house legal advice and consultation, defense, and representation to the County Commissioners and all County departments. The Legal Department addresses a broad range of issues including contracts, personnel matters, interpretation of law and ordinances, tax collection and foreclosures, and all litigation involving the County, its officers and employees acting in their official capacity. The Legal Department handles all cases involving child and elder abuse and Title IV-D child support, but does not provide legal service or advice directly to citizens.
MANAGEMENT INFORMATION SYSTEMS
Management Information Systems (MIS), an internal services department, is responsible for directing the information and data integrity of the County and its departments and for all information service functions of the organization, including the data center, technical support, production scheduling, help desk, training, communication networks (voice and data), computer program development and integration of systems at the local and state level. The department defines strategic direction and aligns the business processes with the implementation of technology. MIS oversees technology purchases and technical services to ensure compliance and compatibility. MIS establishes and manages strategic relationships with local and state agencies to enhance the timely and quality delivery of service.
PITT SOIL AND WATER CONSERVATION DISTRICT
The Pitt Soil and Water Conservation District Board and staff has the responsibility of developing and carrying out a comprehensive natural resource conservation program in Pitt County. The District works closely with the USDA, Natural Resources Conservation Service and other cooperating agencies to assist and educate all landowners in proper use of the land. Planning departments from various municipalities in the county rely on the staff to review and comment on site plans and sedimentation and erosion plans. Homeowners who are currently experiencing drainage problems call upon the technical staff to visit their site for possible solutions. Also, potential home and land buyers call upon the staff to assess the property for possible or existing drainage problems.
The Planning Department develops and implements plans and policies related to land development to strengthen the long-term sustainability of Pitt County. Major responsibilities include zoning administration, floodplain management, permitting, land subdivision and manufactured home park regulation enforcement, and soil erosion and sedimentation control administration. Other projects administered by the department include E-911 address assignment, community development activities, transportation and recreation planning, population studies and computerized mapping using Geographic Information Systems (GIS).
The mission of the Pitt County Health Department is to protect, promote, and assure the health of all Pitt County citizens. A number of services are provided to achieve this mission.
The Public Information Officer serves as a communications liaison between the media, the County staff, and elected officials in order to facilitate the timely dissemination of information about programs, services, and activities. The office coordinates press coverage for all major functions of the County and assists with the production of County publications for staff and the community including newsletters, brochures, a calendar of events, and an annual report. The office is also responsible for the County's Speakers Bureau which provides staff members to speak in the their areas of expertise to civic groups, churches, schools, or associations.
RECYCLING/SOLID WASTE MANAGEMENT
Pitt County operates 14 Collection and Recycling Centers in the unincorporated areas of the County which may be used by any citizen to dispose of residential waste and recycle their recyclables. These centers are open every day April through October from 7:30 a.m. to 7:30 p.m. (Sundays 2:00 p.m. to 7:30 p.m.) and November through March from 7:30 a.m. to 6:00 p.m. (Sundays 2:00 p.m. to 6:00 p.m.). This office records land documents including deeds, deeds of trust, subdivision maps, leases, easements, assignments, agreements, deeds of trust cancellations, corporate documents, assumed names, and files Uniform Commercial Code financing statements on personal property. This office also serves as the custodian of certificates of births and deaths occurring in the County, issues marriage licenses, and certifies birth, death, and marriage certificates in the County. Veterans' military discharge records and notary public commissions are also kept here, and this office administers the oath to all notaries public. Recording fees and fees for certificates are charged.
The Pitt County Sheriff's Office is responsible for enforcing criminal and civil law County-wide, maintaining order in the courts, and operation of the County Jail. The Sheriff is a constitutional officer who is elected every four years. The Sheriff's Office maintains 24-hour per day patrol of the County.
Pitt County Department of Social Services provides financial assistance and social services to all County residents who meet eligibility criteria. Its purpose is to enable individuals to function at their maximum capacity, to become self-sufficient, to improve their standard of living, to learn to cope adequately with their problems, and to provide preventive services that will avoid family breakup and enable individuals to remain in their own homes. The two main program areas providing services are Income Maintenance Programs and the Services/Social Work Program.. Income Maintenance Programs include - Work First Employment Services, housing referrals, Food Assistance (Food Stamps), Child Support services, Emergency and Crisis Assistance, Work First Family Assistance, and Medicaid. Social Services also arranges for transportation to medical appointments for persons who receive Medicaid and have no means of transportation. Services/Social Work Programs include - Adoption, Day-Care for Children, Foster Care for Adults and Children, Protective Services for Children and Adults, Case Management Services for Children and Adults, Services to the Handicapped or Aged and Disabled to include CAP (Community Alternative Program), Respite, Case Management and In-Home Services. The Department also monitors rest homes.
Each year in late December, abstract listings are sent to all taxpayers that had a listing for the prior year. All personal property subject to annual listing must be listed during the month of January in order to avoid a 10% late listing penalty as mandated by State law. Because Pitt County utilizes a permanent listing system for real estate, real property does not have to be listed unless a change in value has occurred. Persons listing real or personal property for the first time should contact the Tax Assessor's Office for listing information. In addition to listing services, the Assessor's office provides property maps of Pitt County.
Real estate and personal property listed for taxation during January are billed, prior to August 1 and may be paid on or before August 31 to receive a 2% discount. Taxes must be paid on or before January 5th to avoid interest.
