Planning & Development includes the Planning, Permitting and Inspections divisions. Planning develops and implements plans and policies related to land development to strengthen the long-term sustainability of Pitt County. Major responsibilities include zoning administration, floodplain management, permitting, land subdivision and manufactured home park regulation enforcement, and soil erosion and sedimentation control administration. Other projects administered by the department include E-911 address assignment, community development activities, transportation and recreation planning, population studies and computerized mapping using Geographic Information Systems (GIS).

Inspections
Before beginning any building or repair project, contact the Inspections Division. Inspections administers all building code regulations and performs inspections in the unincorporated areas of the County and for all municipalities with the exception of Greenville and Farmville. Permits are required for general construction, for electrical, gas, mechanical, and plumbing work, for moving and placement of a mobile home, for demolition of buildings, and for insulating a home.
