PUBLIC HEALTH NUTRITIONIST I (50%) (Salary Range: 15,770 - 24,927.50) (WIC/Nutrition) Required Courses/Education & Exp.: Key Duties: To provide nutrition education and related services to Maternal and Child Health and Family Planning clients and to certify clients for the Women, Infants and Children (WIC) Supplemental Food Program at the main Health Center and three satellites.
Knowledge and Skills Requirements: General knowledge of accepted nutritional and dietetic principles and
practices. Basic knowledge of foods and nutrition. Basic knowledge of infant and child development. Ability to maintain rapport with clients. Ability to collect and assimilate information. Ability to communicate and be persuasive.
Minimum Training and Education: Graduation from a four-year college or university with a bachelor's degree in foods and nutrition dietetics or public health nutrition; or a bachelor's degree in home economics with 12 hours in nutrition coursework with one year of experience in the field of nutrition; or an equivalent combination of education and experience. Valid North Carolina driver license, good driving record and proof of rubella immunity. Transcript required with application.
PROCESSING ASSISTANT IV (50%) (Salary Range: 13,074 - 20,664) (WIC/Nutrition) Required Courses/Education & Exp.: Key duties: To administer WIC Vendor Program services as part of the Nutrition
Division. The Vendor Program Assistant enrolls, trains and monitors vendors (stores) who are certified to provide approved foods to WIC participants.
Knowledge, skills and abilities: Excellent communication and public relation skills required.
Minimum Training and Experience: Graduation from high school and demonstrated possession of knowledges, skills and abilities gained through at least two years of office assistant/secretarial experience; or an equivalent combination of training and experience. Valid North Carolina driver license, good driving record and proof of rubella immunity.
PUBLIC HEALTH NURSE I (Salary Range: 43,794 - 69,216) Required Courses/Education & Exp.: Key Duties: To provide Family Care Coordination for clients in Pitt County who are enrolled in the Community Care Plan (Medicaid - Carolina Access). Provide Child Service Coordination for children ages 0-3 years identified with or at risk for developmental disabilities and/or chronic illnesses. Provide CSC for children ages 3-5 years with a diagnosis or a developmental disability and/or chronic illness. To provide Maternity Care Coordination for pregnant clients at risk of a poor pregnancy outcome. To provide Infant and Post-partum assessments for all Medicaid enrollees in the county as well as those attending Pitt County Health Department Prenatal Clinic within 2-3 weeks of discharge. The infant and post partum assessments can be seen up to 60 days post partum
Knowledge and Skills Requirements: Considerable knowledge of and skill in the application of nursing theory, practices principles and techniques employed in the field of public health and related programs; general knowledge of and ability to apply the principles and practices of public health; working knowledge of current social and economic problems relating to public health; working knowledge of available resources and organizations.
Ability to deal tactfully with others and to exercise good judgment in appraising situations and making decisions; ability to secure the cooperation of clients, to elicit needed information and to maintain effective working relationships; ability to record accurately services rendered and to interpret and explain records, reports and medical instructions; some ability to plan, coordinate, and supervise the work of others. Must be knowledgeable in and possess good pediatric & maternal and postpartum assessment skills, have good verbal and written communication skills, possess the ability to work positively as a team member and be culturally sensitive.
Minimum Training and Experience: Graduation from a four-year college or university with a B.S. in Nursing which includes a Public Health Nursing rotation; or Master's in Public Health and graduation from a school of professional nursing; or graduation from a school of professional nursing and one year of professional nursing experience; or an equivalent combination of training and experience. SOCIAL SERVICES INCOME MAINTENANCE CASEWORKER II (Salary Range: 31,540 - 49,855) (Food & Nutrition) Required Courses/Education & Exp.: Primary Purpose of Position: This position is responsible for taking, processing applications; and re-determining eligibility for the Food and Nutrition Services program.
Knowledge, Skills and Abilities: Considerable knowledge of the program/areas of assignment. General knowledge of all agency and community programs and services which could affect the client/applicant. Good mathematical reasoning and computational skills. Ability to read, analyze, and interpret rules, regulations and procedures. Ability to communicate with clients/applicants, the public at large, and public officials to obtain data, and to explain and interpret rules, regulations and procedures. Ability to instruct and to evaluate the work of lower level employees. Ability to perform caseworker functions within structured time frames.
Minimum Training and Experience: One year of experience as an Income Maintenance Caseworker or Eligibility Specialist in a department of social services. Must possess and maintain a valid North Carolina driver license.

Knowledge, Skills and Abilities: Thorough knowledge of social work principles, techniques, and practices, and their applications to complex casework, treatment, and investigation of abuse or neglect of children; thorough knowledge of policies and procedures as evidenced by the ability to cite the authority of federal and state law; thorough knowledge of individual and group behavior, family dynamics, and medical, behavioral and/or psychosocial problems and their treatment theory. Considerable knowledge of governmental and private organizations and resources in the community. Ability to interact and motivate a resistant involuntary client population and the public who may not agree with the laws, rules or policies of the process or the programs; ability to prepare documentation such as written investigative reports for the court, case records and treatment plans; ability to testify as an expert witness; ability to employ advanced case management interview techniques to establish a supportive relationship and involve families in the initial assessment for the need of services; ability to quickly assess the risks and safety of the client environment during daylight hours, after dark and in high crime areas; ability to employ expert negotiation skills in the most complex cases; ability to analyze and assess child development safety issues in relation to risk factors; ability to analyze tense family situations and make decisions about removing children when the decision has to be made with limited direct information and limited access to consultation; ability to communicate effectively and establish supportive client relationships.
