Subdivision Review Process

The Pitt County Development Ordinances, especially the Subdivision, Manufactured Home Park, and Multifamily Ordinances, require the submittal of plats or plans to the Planning Department for review. The ordinances provide minimum guidelines that must be addressed by the developer to ensure that the public health, safety, and welfare are adequately protected. The Department's review of the plats and plans ensures that each proposed development meets the specific standards outlined in the appropriate ordinance.

Types of Subdivisions:

  1. Minor Subdivision - Nine (9) lots or less with no new street(s).
  2. Major Subdivision - All others

Preliminary Plat Procedure For Minor Subdivisions

Preliminary Plat Application

Step 1) Submit 15 copies of Preliminary Plat to Pitt County Planning Department along with appropriate fee and preliminary plat application.

Step 2) Preliminary Plat is reviewed by Planning staff for compliance with the Subdivision Ordinance regulations.

Step 3) Preliminary Plat copies are transmitted to the applicable reviewing and regulatory agencies such as:

Step 4) Preliminary Plat is acted upon by Planning staff as approved, conditionally approved, or disapproved. Comments, requirements, and recommendations from Planning staff and review agencies are compiled into a list and forwarded to the developer and surveyor/engineer as part of a conditional approval.

Step 5) If conditionally approved, developer may proceed with Final Plat Procedure.

Preliminary Plat Procedure For Major Subdivisions

Preliminary Plat Application

Step 1) Submit 15 copies of Preliminary Plat to Pitt County Planning Department along with appropriate fee and preliminary plat application.

Step 2) Preliminary Plat is reviewed by Planning staff for compliance with the Subdivision Ordinance regulations.

Step 3) Preliminary Plat copies are transmitted to the applicable reviewing and regulatory agencies such as:

Step 4) Preliminary Plat is forwarded to the Technical Review Committee (TRC) for review and discussion of all requirements, conditions, and comments made by Planning staff and the review agencies.

Step 5) Preliminary Plat is forwarded to the Pitt County Planning Board, with recommendation from the TRC. Planning Board shall approve, conditionally approve, or disapprove the plat. Comments, requirements, and recommendations from Planning staff and review agencies are compiled into a list and forwarded to the developer and surveyor/engineer as part of a conditional approval.

Step 6) If conditionally approved, developer may proceed with Construction Plan or Final Plat Procedure, as appropriate.

Construction Plan Procedure For Major Subdivision

Comstruction Plan Application

Step 1) When installing a new street or other major improvement(s), submit 10 copies of Construction Plan to Pitt County Planning Department along with appropriate fee and Construction Plan application.

Step 2) Construction Plan is reviewed by Planning staff for compliance with the Subdivision Ordinance regulations.

Step 3) Construction Plan copies are transmitted to the applicable reviewing and regulatory agencies such as:

Step 4) Construction Plan is forwarded to the Technical Review Committee (TRC) for review and discussion of all requirements, conditions, and comments made by Planning staff and the review agencies.

Step 5) Construction Plan is acted upon by Technical Review Committee (TRC) as approved, conditionally approved, or disapproved. Comments, requirements, and recommendations from Planning staff and review agencies are compiled into a list and forwarded to the developer and surveyor/engineer as part of a conditional approval.

Step 6) If conditionally approved, developer may proceed with Final Plat Procedure

Final Plat Procedure For Minor & Major Subdivisions

Final Plat Application

Step 1) Submit 15 copies of Final Plat to Pitt County Planning Department along with appropriate recording fee and final plat application.

Step 2) Final Plat is reviewed by Planning staff for compliance with the Subdivision Ordinance regulations and compliance with preliminary plat and construction plan conditions and requirements.

Step 3) Final Plat copies are transmitted to the applicable reviewing and regulatory agencies such as:

Step 5) If approved, mylar copies of final are required to be submitted to Planning for recordation at the Register of Deeds.
