BRTF Roles & Responsibilities

10-Year Plan to End Chronic Homelessness Blue Ribbon Task Force
(50 community stakeholders)

Over a ten-month period Pitt County Blue Ribbon Task Force members will:

  • Attend monthly Blue Ribbon Task Force meetings
  • Attend monthly subcommittee meetings
    • Each Task Force member will be asked to serve on one subcommittee - Prevention and Crisis Stabilization/Services and Support, Transition to Independence, Permanent Housing or Public Information/Awareness
  • Review all relevant information shared (i.e., best practices and data presented by Management Advisory Team and Project Manager)
  • Review drafts of the 10-Year Plan document
  • Participate in at least one public forum
  • Attend the unveiling event of the final 10-Year plan

Blue Ribbon Task Force Co-Chairs:

The co-chairs of the 10-Year Plan to End Chronic Homelessness will be responsible for leading the Blue Ribbon Task Force meetings and working with subcommittee chairs.

Co-chairs will be required to participate in the following meetings over a 9-month period.
(January 2008 – September 2008)

  • Weekly/bi-monthly Management Advisory Team meetings
  • Blue Ribbon Task Force meetings
  • One session to review the draft of the 10-Year Plan document.

The co-chairs will be responsible for reviewing the relevant information provided by the Management Advisory Team, approving documents and providing general oversight.

Prevention and Crisis / Services and Support

  • Discharge planning (local and state institutions)
  • Access to emergency services/emergency assistance
  • Prevention for at-risk individuals
  • Outreach to the homeless or those at-risk for becoming homeless
  • Issues related to foreclosure, etc
  • Mental illness and substance abuse support services
  • System of Care
  • Web-based resources and point-of-entry
  • Identify focused interventions to start with and build on successes
  • Target populations: services for victims of domestic violence, women with children, single men, veterans, single women, families, teen parents, pregnant women, runaway and homeless youth, and youth in foster care
  • Job readiness and training

Transition to Independence 

  • Financial Literacy
  • Education
  • Job Training
  • Employment
  • Interim Housing (Shelters and Transitional Housing)
  • Transportation

Permanent Housing

  • Affordable rental housing (tenant-based rental assistance, single room occupancy housing, Section 8, shared living)
  • Permanent support housing
  • Housing First (including services)
  • Homeownership

Public Information/Awareness

  • Develop relationships with local media (radio, print and television)
  • Identify media opportunities and other communication strategies to educate and inform the community
  • Develop strategies to publicize public forums and focus groups
  • Identify neighborhood listservs and other listservs
  • Write and distribute press releases
  • Write op-eds or letters to the editor
  • Develop communications materials (i.e. general brochure, fact sheets, signage at community events)
  • Review website content (10-Year Plan to End Chronic Homelessness website to be created)
