Pitt County is seeking community partners to help achieve the American Rescue Plan’s goals and better serve our citizens during recovery. Pitt County and community partners’ projects must fit within the eligible expenses established by ARPA and be authorized under North Carolina law. These eligible expenses are:

  • Address COVID Public Health – Support public health expenditures by funding COVID-19 mitigation efforts, medical expenses, behavioral healthcare, and certain public health and safety staff
  • Address COVID Economic Impact – Address negative economic impacts caused by the public health emergency, including economic harms to workers, households, small businesses, impacted industries, and the public sector
  • Replace Lost Revenue – Replace lost public sector revenue, using this funding to provide government services to the extent of the reduction in revenue experienced due to the pandemic
  • Premium Pay – Provide premium pay for essential workers, offering additional support to those who have borne and will bear the greatest health risks because of their service in critical infrastructure sectors
  • Infrastructure Investment – Invest in water, sewer, and broadband infrastructure, making necessary investments to improve access to clean drinking water, support vital wastewater and stormwater infrastructure, and expand access to broadband internet.

If your organization can help to assist Pitt County in providing ARP Cost Center needs and has experience managing federal grants, then you are encouraged to apply.  Organizations need to complete the application and provide the additional information as required in the ARP Application Process.

  • August 29, 2022 - Application process opens for submission
  • September 29, 2022 - Application deadline 5:00 p.m.
  • October 2022 - Applications Review
  • November - December 2022 - Application Awards & Grant Project Ordinances approved by Pitt County Board of Commissioners

Procedures for ARP/CSLFRF Project Approval:

 1) Project Request and Eligibility Application Process

2) Funding requests must be submitted to the Deputy County Manager – Chief Financial Officer or his designee for approval in writing. All submissions will be reviewed by the ARP Review Team for ARP/CSLFRF compliance and by ARP Review Team for allowable costs and other financial reviews.

3) No ARP/CSLFRF may be obligated or expended before final written approval by the Deputy County Manager – Chief Financial Officer, after County Commissioner approval.

4) If a proposal does not meet the required criteria, it will be returned to the requesting party for revision and resubmittal.

5) Following approval, employees responsible for implementing the project must confirm actual obligations and expenditures to the pre-approved project budget. Changes in project budgets must be approved by Deputy County Manager – Chief Financial Officer and may require a budget amendment before proceeding. Any delay in the projected project completion date shall be communicated to the Deputy County Manager – Chief Financial Officer immediately.

6) Deputy County Manager – Chief Financial Officer or his designee must collect and document the required information for each EC for purposes of completing the required Project and Expenditure reports.

7) Deputy County Manager – Chief Financial Officer must maintain written project requests and approvals, all supporting documentation, and financial information until December 31, 2031.
