Absentee Ballots:

  1. Count eligible supplemental absentee ballots: There were no cured absentee ballots to be added to the results.
  2. Sign supplemental absentee abstract and oaths: The Board signed the supplemental absentee abstract that included ballots received on Election Day. The Chair signed the absentee oaths.

Conduct Hearing of Challenges:

  1. Perform any required deductions: The Director presented one challenged Early Voting ballot where it appeared the voter was somehow given 2 ballots. The Board sustained the challenge and the ballot was deducted. The Director presented three Early Voting ballots where the Same Day Registrant had failed the mail verification process. None of those voters were present and thus the ballots were deducted.

Select Winners by Lot Due to Tie:

  1. Fountain Town Commissioner (select one from seven names): The following names were placed into a bowl for drawing: Keith Allen Singell (Write-In), Andrea Williams (Write-In), Cynthia Nelson (Write-In), Doris Edwards (Write-In), Glen M. Vines (Write-In), Regina Williams (Write-In), and Teresa P. Williams (Write-In). Keith Allen Singell’s name was drawn.
  2. Candlewick Sanitary District (select two from three names): The following names were placed into a bowl for drawing: Bernard Dixon (Write-In), Rita Leggett (Write-In), and Gordon Pfeil (Write-In). Bernard Dixon and Rita Leggett’s names were drawn.

Sign Official Results Abstract:

  1. The Board signed the official results abstract.

Adopt Early Voting Plan for 2026 Primary:

  1. Staff updated the Board on site availability: Farmville Community Center has a small room available, Drew Steele Center is unavailable, Willis Building is unavailable, Agricultural Center is available, Center at Alice Keene Park is available, County Office (PATS) is available, ECU Student Center is available, Winterville Fire Station is available, and Simpson Town Hall is available. As some information had been shared via email, copies of emails and proposed plans will be added to the minutes. The Board discussed various options. Mr. Brown requested that staff look for a site in the Belvoir area for an Early Voting site. The Board agreed to meet at 4:30 PM on Thursday, November 20 to adopt and Early Voting plan for the 2026 Primary. The Board also requested a closed session to discuss personnel matters.

Conduct Recount of Greenville City Council District 3:

  1. Under observation of the Board, staff conducted a recount of the Greenville City Council District 3 contest. The recount was performed using the DS850 high speed scanner. As precincts/polling places were completely scanned, any ExpressVote ballots were hand tallied and added. Upon completion of the recount the following results were found: Marion Blackburn lost one vote, Seth Hardee remain unchanged, and Tim Langley lost one vote. Results were entered and released to the public. The Board signed the official recount abstract.
