Present: Members: Chair Neal Driver, Debbie Avery, Jeffrey Blick, Derek Brown, and Etsil Mason

Old Business:

  1. Mr. Driver presented his plan with the following sites: Agricultural Center, Center at Alice Keene Park, County Office (PATS), ECU Student Center, Winterville Fire Station, and Simpson Town Hall. The plan would include Saturdays February 14 and 28 with hours of 8:00 AM to 3:00 PM. Mr. Brown is concerned about the cost per voter and would prefer to wait for the General Election to expand. Ms. Mason agreed. Ms. Avery would like to see what the Early Voting turnout may be for the Simpson area. Mr. Blick agreed with trying an additional site in the Primary when it won’t affect either party’s turnout. Ms. Mason would like to have Sunday, February 15 added with hours of 1:00 PM to 5:00 PM. Ms. Avery suggested that adding a new location may be better than adding a Sunday. Mr. Driver stated that the Simpson area has seen a lot of residential growth and people are upset about having to drive so far to vote early. The Board voted unanimously, based on Mr. Blick’s motion, to end discussion. Mr. Blick made a motion, seconded by Ms. Avery, to adopt the plan presented by Mr. Driver. The vote was not unanimous, with 3 aye votes and 2 nay votes. The Director informed the Board that a survey regarding Early Voting plans is to be released by the State Board of Elections next week. He will notify the Board when the survey is open and completed so that any Board member wishing to send their opinions for an Early Voting plan to the five-member State Board may do so.

Closed Session:

  1. Mr. Brown made a motion to go into closed session. The motion passed unanimously. After coming out of closed session the Board informed Ms. Janet Turner, current Deputy Director, that they will be recommending her to the State Board of Elections Executive Director for appointment as the next Director of the Pitt County Board of Elections.
