Introduction

 

Pitt County Planning & Development Department (County) is soliciting proposals from firms (Consultants) to provide survey services for the acquisition of sixteen residential structures in association with a Hazard Mitigation Grant (HMGP 4393-0028-R).

 

 The County is currently involved in the administration of a Hazard Mitigation Grant funded by the North Carolina Department of Public Safety, Emergency Management Division and the Federal Emergency Management Agency (FEMA).

 

Description of Anticipated Services

 

During the course of the project, the County will require services from a North Carolina Registered Land Surveyor. 

The Consultant shall provide the local government with legal boundary property surveys as required by the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) for the following sixteen (16) properties:

  • 5538 Contentnea Lane, Grifton, NC 28530
  • 6807 Gordon Street, Grifton, NC 28530
  • 6958 Gordon Street, Grifton, NC 28530
  • 1650 Sandstone Court, Greenville, NC 27834
  • 3897 Old River Road, Greenville, NC 27834

Pitt County reserves the right to add or delete properties from this list.  15 properties will be located in Pitt County, and 1 property is located in Lenoir County, within the Town of Grifton.

Qualifications:
The County will evaluate only proposals received from Consultants who meet minimum technical and managerial qualifications on similar projects. The work may not be subcontracted.

Consultant must familiarize himself with the HMGP Grant Agreement attached hereto at Exhibit A; must comply with all conditions of the Grant Agreement applicable to Consultant’s work, and must certify, be, and remain in compliance with the Statement of Assurances, without modification, attached to the Grant Agreement.

Special Requirements:
Please submit three (3) hard copies of the proposal and one (1) electronic copy. Submittals may be color or black/white and should be concise and to the point. Submittals may include spreadsheets, graphics and logos.
Miscellaneous:
All questions shall be in writing and need to be submitted by Monday, November 21, 2022 at 5:00 P.M. Questions will be answered in writing and will be provided to all who have been sent the RFQ. The County will respond to questions within 2 business days of receipt of questions.
