Samuel Croom Named Pitt County, NC Deputy County Manager / Chief Financial Officer

Pitt County Government new appointment effective July 24, 2022



PITT COUNTY, NC – Pitt County Manager Janis Gallagher announced that Samuel Croom has been named Deputy County Manager / Chief Financial Officer during the July 18, 2022 Board of County Commissioners meeting.   He succeeds Brian Barnett who was recently appointed to Davie County Manager effective August 1, 2022.  The appointment is effective July 24, 2022.   


Mr. Croom was appointed Tax Administrator by Pitt County Government in 2018, and later served as Assistant County Manager of Revenue and Growth. His previous work experience includes the North Carolina Department of Revenue, Wayne County, and Jones County.  


“Sam has the knowledge, experience, and integrity to serve as Pitt County’s Chief Financial Officer, and has been an integral member of Pitt County’s Senior Leadership Team. I look forward to Sam’s continued success as we work together to serve our community, making Pitt County a ‘Leader in the State, Best in the East’,” says Janis Gallagher, County Manager.  

The Deputy County Manager / Chief Financial Officer plans, organizes, and directs all operations of the Finance Department; directs and participates in the formulation and implementation of applicable finance policies; and provides general advice, assistance and recommendations to the County Manager and Board of County Commissioners.

Croom states, “I am honored that I have been selected as the next Deputy County Manager and Chief Financial Officer for Pitt County. I look forward to working with a great team of professionals in Financial Services as we serve Pitt County Citizens, County Departments, and Valued Community Partners.”


Mr. Croom received his Master’s in Public Administration from the University of North Carolina, Chapel Hill, NC, a Master’s in Accounting from Liberty University, Lynchburg, VA, an undergraduate degree in Accounting from North Carolina Wesleyan University, Rocky Mount, NC and is a proud Pirate, having, received an undergraduate degree in Political Science from East Carolina University, Greenville, NC.   

Additionally, Croom has recently completed UNC School of Government courses on Local Government Finance, Capital Finance for Local Governments, Budgeting for Local Government, and Governmental Accounting and Financial Reporting.  

Russell Hill has been named Interim Tax Administrator effective July 24, 2022.
