PITT COUNTY, NC – The Pitt County Board of Commissioners appointed Russell Hill as Tax Administrator on August 8, 2022, for a two-year term. He succeeds Sam Croom, who was recently selected as Deputy County Manager / Chief Financial Officer effective July 24, 2022. The appointment is effective August 21, 2022.
Hill has been employed by Pitt County Government since June 2008 serving, as Interim Tax Administrator since July 24, 2022. Previously, Hill held the positions of Revenue Technician, Tax Appraiser and Real Property Manager within Pitt County Tax Administration, and most recently served as Assistant Tax Administrator.
“The Board has confidence that Russell has the knowledge, experience, and integrity to succeed in this role, carrying out the responsibilities of Pitt County Tax Administration with accuracy, fairness, and a continued commitment to excellence in public service,” says Mike Fitzpatrick, Chair, Board of County Commissioners.

The Tax Administrator plans, organizes, and directs the evaluation of real and personal property, which is subject to taxation by the County and the collection of these taxes and provides general advice, assistance, and recommendations to the County Manager and Board of County Commissioners.

Hill is a proud Pirate, having received his Bachelor of Science from East Carolina University in 2005. Hill is certified as a County Assessor, a Real Property Appraiser II, and a County Personal Property Appraiser by the North Carolina Department of Revenue. In addition, he is certified by the North Carolina Secretary of State as a North Carolina Property Mapper; by the North Carolina Property Mappers Association as a Senior Mapper; and by the North Carolina Tax Collectors’ Association as a Certified Assistant Tax Collector.
