Pitt County ARPA Application Deadline September 29, 2022

PITT COUNTY, N.C. – Pitt County has been awarded $35 million in American Rescue Plan Act (ARPA) of the 2021 Coronavirus State and Local Fiscal Recovery Funds (CSLFRF). The County sought community input on utilizing these funds during five in-person sessions, five virtual sessions, and a website survey during November and December 2021. Also, the Pitt County Board received input from Citizens during public addresses to the Board during the monthly meetings. Based on the community’s input, the Pitt County Board of Commissioners established the following American Recovery Plan (ARP) Cost Centers: 

1)       Broadband Connectivity

2)       Community Health

3)       Employee Health & Safety

4)       Housing & Employment Assistance

5)       Business & Employment Assistance

6)       Water/Sewer/Stormwater Infrastructure

7)       ARP Administration & Other Eligible Projects


Pitt County is seeking community partners to help achieve the American Rescue Plan’s goals and better serve our citizens during recovery. Pitt County and community partners’ projects must fit within the eligible expenses established by ARPA and be authorized under North Carolina law. These eligible expenses are:

1)       Address COVID Public Health – Support public health expenditures by funding COVID-19 mitigation efforts, medical expenses, behavioral healthcare, and certain public health and safety staff

2)       Address COVID Economic Impact – Address negative economic impacts caused by the public health emergency, including economic harms to workers, households, small businesses, impacted industries, and the public sector

3)       Replace Lost Revenue – Replace lost public sector revenue, using this funding to provide government services to the extent of the reduction in revenue experienced due to the pandemic 

4)       Premium Pay – Provide premium pay for essential workers, offering additional support to those who have borne and will bear the greatest health risks because of their service in critical infrastructure sectors

5)       Infrastructure Investment – Invest in water, sewer, and broadband infrastructure, making necessary investments to improve access to clean drinking water, support vital wastewater and stormwater infrastructure, and expand access to broadband internet


If your organization can help to assist Pitt County in providing ARP Cost Center needs and has experience managing federal grants, then you are encouraged to apply.


Organizations need to complete the application and provide the additional information as required in the ARP Application Process. In addition, the application process opens Monday, August 29, 2022 and closes at 5:00 PM on September 29, 2022.


Dates & Deadlines:

1)       August 29, 2022 – Application process opens for submission

2)       September 29, 2022 – Application deadline 5:00 p.m.

3)       October 2022 – Applications review

4)       November – December 2022 – Application Awards & Grant Project Ordinances approved by Pitt County Board of Commissioners
