At their regularly scheduled meeting on Monday, August 20, 2018, the Pitt County Commissioners appointed Samuel B. Croom to the position Pitt County Tax Administrator. The appointment fills the position currently left vacant by the January 2018 retirement of previous Tax Administrator, Cathy Booker.
Mr. Croom brings more than 13 years of tax experience to Pitt County, with specific focus on state and local government. Beginning his career as a revenue officer with the North Carolina Department of Revenue in 2005, Croom was later promoted to revenue field auditor, covering nine counties within the Eastern North Carolina region. In 2013 he became the Jones County Tax Administrator, where during his tenure managed a county-wide revaluation and completed two software conversions. In 2017, he became the Wayne County Collection Division Coordinator, helping to oversee the automation of several of the Division’s processes. Throughout his career, Samuel has remained focused on treating taxpayers with fairness and understanding, while maintaining a high standard of professionalism within his field.
Croom is a member of several professional organizations, including the North Carolina Association of Assessing Officers, International Association of Assessing Officers, North Carolina Tax Collector’s Association, and the North Carolina Property Mappers’ Association. He is a Certified County Assessor, County Real Property Appraiser II, and County Personal Property Appraiser with the North Carolina Department of Revenue. Additionally, he is a Certified Tax Collector with the North Carolina Tax Collector’s Association, and is a Certified Property Mapper with the North Carolina Department of the Secretary of State.
Croom earned a Bachelor of Arts in Political Science degree from East Carolina University in 1994 and a Bachelor of Science in Accounting from North Carolina Wesleyan in 2012. He earned a Master in Science in Accounting from Liberty University in 2014, and is currently enrolled at the University of North Carolina at Chapel Hill in their Master in Public Administration program.
Samuel Croom and his wife, Janice, are the proud parents of a son and daughter, and are excited to be joining the Pitt County team. "I am excited to return to Pitt County. Pitt County is a growing county because of its industries, East Carolina University, Pitt Community College, Vidant Health and most importantly its people" Croom said in a statement to County Management "this opportunity is truly a highlight of my career. It is a great honor to join Pitt County as its Tax Administrator."
