Shining a Spotlight on Innovative Services and Community-Focused Initiatives

County government plays a vital role in daily life—delivering essential services such as public safety, health programs, infrastructure, and emergency response. It connects state policies to local needs, supports economic growth, protects natural resources, and promotes well-being through community programs and outreach.

Strong county leadership builds trust, accountability, and civic engagement. It’s more than bureaucracy—it’s the foundation of responsive and inclusive local government.

April is National County Government Month. This year, Pitt County is celebrating by showcasing how the county achieves healthy, safe and vibrant communities.

“Pitt County is proud of the programs and services we provide to our residents,” says Benji Holloman, Chair, Board of County Commissioners. “As we celebrate the ways our government connects and inspires our communities, I encourage residents to participate in National County Government Month to learn about the important role of county government.”

“This year, we’ll celebrate with a public education campaign on new initiatives that connect county departments and residents like Pitt County’s online Enterprise Permitting & Licensing system,” says Janis Gallagher, Pitt County Manager. “By mid-April, contractors, developers and homeowners will be able to apply for septic and well permits, building permits, site plans, erosion control, stormwater and make online payments through the new Permitting Portal. The collaboration between Engineering and Permitting, Management Information Systems and Planning & Development showcases our commitment to streamlining County products and services to simplify the way residents do business.”

Other new programs with community engagement to inspire residents are Cultural Arts & Recreation department and Public Health’s expansion of pediatric clinical and dental services. The Cultural Arts & Recreation campaign will highlight how their programming and new community centers will impact residents north and south of the river. Public Health’s spotlight on expanded pediatric services will demonstrate the healthcare needs of Pitt County children and families and how Public Health worked to bridge the gap.

New Permitting Portal Launches Mid-April

Pitt County is launching a new online Permitting & Licensing system to make doing business with the County faster and easier. By mid-April, contractors, developers, and homeowners will be able to use the new Permitting Portal to:

  • Apply for septic and well permits
  • Submit building permits and site plans
  • Request erosion control and stormwater services
  • Make online payments

This system is a joint effort between Engineering and Permitting, Management Information Systems, and Planning & Development. It reflects our commitment to improving access and streamlining services for residents and businesses.
