Tar-Pamlico and Neuse River Basin Stormwater Rules in Pitt County
The Stormwater Ordinance applies both the Neuse and Tar-Pamlico Stormwater Rules adopted by the North Carolina Environmental Management Commission (EMC) throughout Pitt County. These rules address stormwater runoff in developed and urbanizing areas to ensure consistent environmental protection and responsible development practices. Together, they help reduce nitrogen and other pollutants entering local waterways and provide uniform protection across all watersheds.

Understanding and Maintaining Stormwater Control Measures
Stormwater Control Measures (SCMs) are permanent, engineered systems that capture and treat runoff before it reaches local streams, rivers, and drinking water sources. They slow rainwater, filter pollutants, and allow it to soak into the ground—reducing flooding and improving water quality.
Across Pitt County, features like ponds, swales, rain gardens, and permeable pavement are examples of SCMs. As development adds more hard surfaces such as roads, roofs, and driveways, SCMs play a critical role in managing runoff and protecting waterways from pollution.
Operation and Maintenance
- Perform regular upkeep. SCMs need routine maintenance to function properly and prevent flooding or pollutant buildup.
- Follow design-specific care. Maintenance varies by type—for example, mowing and sediment removal for ponds, or weeding and mulch care for bioretention areas.
- Inspect quarterly and after major storms. Check for erosion, debris, or damage following rainfall of more than one inch in 24 hours.

Step-by-Step Process
Submit Calculations with Preliminary Plat
Provide the Nitrogen and Phosphorus Calculation Worksheet and Peak Flow Calculations with the preliminary plat. Stormwater review fees are required.Initial Review of Calculations
If calculations are incorrect, the submittal is returned.
Fees must be repaid upon resubmittal.Determine If Best Management Practices (BMPs) Are Required
- If BMPs Are Required:
Submit a Stormwater Application and a Construction Plan that includes BMP engineering details. Proceed with the Construction Plan or Final Plan review. Stormwater review fees are required. - If No BMPs Are Required:
Proceed to Technical Review Committee (TRC) consideration.

The TRC reviews the submittal for compliance.Decision
Approval moves the project forward.
Disapproval requires resubmittal, and fees must be repaid.Stormwater Permit Issued
Upon approval, the stormwater permit is issued and is valid for two (2) years.Optional Financial Surety
