Enhancing the Delivery of Quality Recreation Programs

The Board of County Commissioners provides Recreation Program Management Funds to agencies and organizations throughout Pitt County to support and enhance quality recreation programs that are open to all residents. The Pitt County Cultural Arts & Recreation Department oversees the program and works collaboratively with partners to support recreation opportunities across the community.

Allocation of Program Management Funds

Funds are awarded on a 50/50 matching basis to encourage shared investment and effective use of resources. Fifty percent of the total program cost is provided by the county, with the remaining fifty percent supplied by the participating agency or organization. Local matching funds may include a combination of cash and approved in-kind contributions directly related to the program.

Community Planning and Funding Review Requirements

  • To apply for funding, each agency or organization must have a committee, board or council to oversee the program.
  • This group is responsible for helping plan, carry out and monitor the program. Duties may include setting schedules, creating local rules for new facilities, and following approved policies.
  • The group must also help identify community needs and outline how the program will address those needs.
  • To be considered for funding, a Cultural Arts & Recreation Program Management application must be completed. Applications are available through the Cultural Arts & Recreation Office and online.

  • The application must include a long-term plan or vision for recreation in the community, along with details about the specific program requesting funding.
  • Representatives from the agency or organization may be invited to give a brief presentation to the Cultural Arts & Recreation Advisory Council to share the program’s goals.
  • The Cultural Arts & Recreation Advisory Council will review applications and make funding recommendations.
  • Applications are evaluated based on community need, access for all residents, the number of people served, and the availability of other resources to meet the identified need.
