The Agricultural Water Resources Assistance Program (AgWRAP) is a voluntary, incentive-based cost-share program administered by the North Carolina Soil & Water Conservation Commission through local Soil & Water Conservation Districts. The program helps farmers and landowners install best management practices (BMPs) that improve water efficiency, increase on-farm storage, and protect vital water resources. By promoting responsible water management, AgWRAP strengthens agricultural sustainability and long-term farm resilience across North Carolina.

Who Is Eligible?

Farmers and landowners who operate existing agricultural enterprises active for at least one year may apply. Applicants must meet income and program eligibility requirements, including:

  • Having an annual gross income below $250,000, or earning at least 75% of income from agricultural production
  • Meeting technical and conservation planning criteria as outlined by the program

Best Management Practices (BMPs)

AgWRAP supports practices that conserve and manage agricultural water resources, including:

  • Construction or repair of ponds for irrigation or livestock watering
  • Pond sediment removal to restore capacity
  • Installation of tanks, pumps, or water reuse systems
  • Upgrading irrigation systems for improved efficiency
  • Development of agricultural wells, springs, or seeps

Cost-Share & Funding

Approved projects may be reimbursed for up to 75% of eligible costs (or a set average cost), with participants covering the remaining portion. Funding caps vary by practice, typically between $15,000 and $30,000. Limited-resource and beginning farmers may qualify for higher reimbursement rates.

How It Works

Contact your local Soil & Water Conservation District to discuss your operation’s water needs and identify suitable BMPs. After applying and receiving approval, implement the project according to program standards, maintain it for the required lifespan (usually 10 years), and coordinate with district staff for periodic inspections and ongoing technical support.
