Register of Deeds | Important Update for North Carolina Adoptees

Register of Deeds Authorization Expands Under Senate Bill 248

Effective Thursday, January 1, 2026, North Carolina Registers of Deeds are authorized to issue certified copies of adoptive birth certificates under Senate Bill 248, Birth Certificates for Persons Adopted.

Individuals can obtain their birth certificate from the Registers office of the County they were born in. Most offer online ordering and all offer in person and by mail. The online link to all 100 Registers is https://www.ncard.us/. The fee will be $10.00 per copy.

“This legislation is an impactful step toward equal access to vital records, eliminating a process that required adoptees to obtain records only through the State,” says Lisa Nichols, Pitt County Register of Deeds. Nichols continues, “adoptees will now have the same local access as other residents born in Pitt County.”

Note: Original birth certificates issued prior to adoption and all related adoption records will remain sealed. Adoptive birth certificates will be issued exclusively through the state’s NCDAVE system, and no physical copies will be retained by the Register of Deeds office.
