Pitt County mails property tax notices to the listed owner every July. Taxes are due by September 1st each year. Payments made by January 5th of the following year can be made without interest.
Important:
- Payment Plans available until December 31 of the tax bill year
- Interest will begin on January 6th at a rate of 2% on any unpaid balance.
- An additional 3/4% interest will be applied on the first day of each subsequent month.

Effective December 25th, 2025, the United States Post Office requires citizens to request a same day postmark, in person, at one of their retail offices.

Understanding Escrow Payments for Property Taxes
Many property owners in Pitt County have their taxes paid through an escrow account set up by their mortgage lender. While this can be a helpful and convenient option, it’s important to remember that you are still responsible for making sure your property tax bill is paid on time.
To streamline the process, most lenders securely access Pitt County tax information online, so tax bills are not mailed directly to mortgage companies.
Mortgage companies often work with tax servicers to handle the billing and payment process. Although your escrow funds may be forwarded to the tax servicer as early as July, the actual payment is usually not sent to Pitt County until the last week of August. Even if your lender does not use a tax servicer, they typically follow a similar timeline to make sure you benefit from any available discounts. Pitt County applies payments as they are received.
We encourage all property owners to stay informed by checking the status of their tax bill and contacting their mortgage company if there are any questions or delays.
Payment Plans and Prepayment Options
Pitt County understands every household’s finances differ. Partial, full, and advance payments are accepted year-round. If you cannot pay your property taxes in full by September 1, you may qualify for a payment plan to help manage costs and reduce the risk of enforcement actions such as garnishment or foreclosure.
Flexible Payment Plan Options
North Carolina law does not require local governments to offer payment plans; they are provided as a courtesy. Plans are arranged through the Pitt County Tax Collector’s Office. By state law, interest or fees can not be waived.
Available only through December 31 of the tax year bill
- Accounts with prior defaults are not eligible
- Payments are due by the 15th of each month
- Plans end on May 15
- While enrolled, accounts remain subject to debt setoff collections and newspaper advertisement for delinquent taxes
- Failure to meet plan terms—for any reason—results in automatic removal and enforced collection (bank attachment, wage garnishment, sheriff’s levy, or foreclosure)

Prepaying Property Taxes
Residents may prepay next year’s taxes to reduce or eliminate their future balance. Prepayments are accepted year-round, even before bills are issued.
- Prepayments are credited to a preliminary bill and applied once the annual bill is generated
- Contact the Pitt County Tax Collector’s Office at 252-902-3425 to create a preliminary bill
Payments may be made in person, by phone, or by mail. Once a preliminary bill is created, online payments are also available. Include your parcel number for accurate processing.

Additional Information
Returned check penalty of 10% ($25 minimum and $1,000 maximum) plus any applicable interest will be applied to the total tax bill.
Gross Receipts in Pitt County
Certain Pitt County businesses must pay a Gross Receipts Tax based on total revenue earned from specific services. Depending on the business type, this tax may apply in addition to or instead of standard property taxes.
Who Must Pay
Businesses in the following categories are required to pay Gross Receipts Tax:
- Beer and/or Wine: Businesses with retail ABC permits for on- or off-premises sales must obtain a County Beverage License. State and city permits are required before applying for a Pitt County license. Licenses are issued by April 1 and due by May 1.
- Room Occupancy: Applies to rentals from hotels, motels, inns, tourist camps, and similar businesses within Pitt County. Follows G.S. 105-164.4(a)(3). Returns must be filed or postmarked by the 20th of each month for the previous month’s collections.
- Rental Vehicles: Applies to short-term vehicle rentals or leases to the general public by businesses located in Pitt County. Taxes are due by the 15th of each month for the prior month’s collections.
- Heavy Equipment Rentals: Replaces property tax on short-term heavy equipment rentals. Taxes are due quarterly by the 15th of the month following the quarter.
Each business must report a percentage of its total gross revenue earned from these activities during the calendar year.
What to Report
Report total gross receipts from qualifying business activities conducted in Pitt County. Include all earnings before deducting costs, discounts, or refunds. Maintain detailed financial records to support reported income.

Mobile Home Moving Permit Requirements
The Mobile Home Moving Permit Application must be submitted online or in person to our office to request a mobile home moving permit. NO same day permits will be issued. Once submitted, our office will notify you when the permit is ready for pickup. This process may take up to 48 hours. There is no charge for the moving permit.
Manufacturers and retailers transporting mobile homes, as part of their inventory, are not required to obtain a moving permit.

Requirements
- The mobile home must be listed for the current year with the Pitt County Tax Assessor
- ALL billed taxes in the name of the January 1 mobile home owner MUST be paid
- If issued January-June, preliminary mobile home tax bill for the current year must be billed and paid
Information needed for the permit application
- Make, year, serial number and size of the mobile home
- Name and address of the current year January 1 owner
- Name and address of the new owner(if applicable)
- Purchase date and price of the mobile home(if applicable)
- Address from which the mobile home is to be moved
- Address and county to which the mobile home is to be moved
- Name, address, and telephone number of the carrier who is to transport the mobile home
Conditions
- The permit is good for ONE move during the calendar year
- The permit must be displayed in the window of the mobile home while it is being moved.

Before the mobile home is moved to a location within Pitt County, a copy of the mobile home moving permit must be provided to the Pitt County Permitting Department.
