The County’s Subdivision Ordinance requires developers to submit subdivision plats or development plans to the Planning Department for review before approval. This process ensures that each subdivision meets County standards for layout, access, utilities, and environmental protection. The ordinance sets minimum guidelines to help protect public health, safety, and overall community quality of life. During the review process, Planning staff verify that proposed subdivisions comply with all applicable regulations and design requirements.

Types of Subdivisions

  • Minor Subdivision: Nine lots or fewer with no new streets.
  • Major Subdivision: Any subdivision that includes new streets or exceeds nine lots.

Step-By-Step: Preliminary Plat Review for Minor Subdivisions

  1. Submit the Preliminary Plat to the Pitt County Planning Department through the EP&L Portal
  2. Planning staff review the Preliminary Plat to ensure it meets all requirements in the Subdivision Ordinance.
  3. The Preliminary Plat is sent to appropriate reviewing and regulatory agencies, including:
    • Pitt County Emergency Services
    • Pitt County Engineering Department
    • Pitt County Environmental Health Division
    • Pitt County Soil & Water
    • Pitt County Schools
    • North Carolina Department of Transportation
    • U.S. Postal Service
    • Utility Providers
  4. Planning staff take action to approve, conditionally approve, or disapprove the Preliminary Plat. All comments, requirements, and recommendations from staff and review agencies are compiled and shared with the developer and surveyor or engineer.
  5. If the plat receives conditional approval, the developer may proceed to the Final Plat Review process.
