As housing costs rise, the Planning & Development Department is addressing needs across three key areas, homelessness support, housing condition improvement, and data-driven planning. These coordinated efforts help residents stabilize their lives, improve their homes, and build toward a more secure housing future. 

Connecting Residents to Housing Support

  • Pitt County works with local shelters, nonprofits, and service providers to reduce homelessness and promote long-term housing stability. Programs include outreach, emergency shelter access, rapid re-housing, and supportive housing that help residents rebuild their lives with dignity and independence.

  • Effective planning starts with reliable information. Each year, Pitt County conducts the Point-in-Time Count, a community-wide survey that provides a snapshot of homelessness across the county. The results help guide funding decisions, shape local policies, and ensure resources reach those who need them most.

  • Maintaining safe, decent homes strengthens the entire community. Pitt County offers programs to help eligible homeowners repair and rehabilitate their homes, especially lower-income households living outside municipal limits. A major partner in this effort is the North Carolina Housing Finance Agency’s Single-Family Rehabilitation Program. County residents living located outside the city limits of Greenville in unincorporated areas are eligible to apply.
