Item: Tripp Holdings, LLC Rezoning Request – Zoning Ordinance Map Amendment
Motion: Adopt the following consistency statement: The request is consistent with the Envision Pitt County 2045 Land Use Plan. The area requested for rezoning is designated as Commercial Crossroads and allows a mix of single-family detached homes, public/institutional uses, and commercial uses. The area proposed for rezoning has frontage and direct access to US 264 E, and an existing dental office (also owned by the applicant) is located directly adjacent to the subject properties. Additionally, there are two existing active sand mines and a private event/wedding facility in the vicinity of the subject property. The request is reasonable because there is existing General Commercial (GC) zoned property adjacent to the subject property and there are limited residential uses in the immediate area along US 264 E. Additionally, future non-residential uses will require site plan approval by Planning staff.

Motion: Approve the request by Tripp Holdings, LLC to rezone 3.85 acres of property, located on the southern side of US 264 E, east of its intersection with SR 1534 (Old Pactolus Road), Parcel Numbers 22693, 78604, and 78515, from Rural Residential (RR) to General Commercial (GC).

Item: HSP Investments, LLC Rezoning Request – Zoning Ordinance Map Amendment
Motion: Adopt the following consistency statement: The request is consistent with the Envision Pitt County 2045 Comprehensive Land Use Plan. The area requested for rezoning is designated as Open Space/Conservation on the future land use map and the uses in the area are predominantly agricultural with limited residential land uses. Land Use Policy LU-4 in the plan recommends specific site and/or operational standards for uses such as sand mines, such as additional separation requirements or buffering from existing development. The request is reasonable because there is very limited residential development directly adjacent to the proposed sand mine and because there are two active existing sand mines in the area. Additionally, the proposed mine will be screened and buffered from nearby residential properties and truck traffic will be routed through the existing sand mines to avoid disturbing existing residences in the curve of Alvin Road.

Item: HSP Investments, LLC Rezoning Request – Zoning Ordinance Map Amendment
Motion: Approve the request by HSP Investments, LLC to rezone 33.64 acres of property located off of SR 1562 (Alvin Road), north of its intersection with NC 33 East, Parcel 08535 and 89502, from Rural Agricultural (RA) to Rural Agricultural (Conditional District) (RA(CD)) to allow the operation of a sand mine subject to the requirements of Section 8(DDD) of the Pitt County Zoning Ordinance, and recommends the following additional conditions:
Additional Conditions:
- No zoning compliance permit shall be issued until a site plan, prepared in accordance with Appendix B of the Zoning Ordinance, is submitted to Pitt County Planning for review and approval.
- Screening shall be provided in accordance with the requirements of Section 10(H). However, if a berm is determined to be an adequate alternative screening method as provided for in Section 10(H), the minimum height of the berm shall be six feet
- Obtain a floodplain development permit from Pitt County Planning Department prior to development.
- Submit an erosion control plan to North Carolina Department of Environmental Quality.
- An operating permit is required by the North Carolina Department of Environmental Quality’s Energy, Mineral and Land Resources Division prior to any work on site
- A 50-foot riparian buffer is required on all stream features present on the site, unless proper documentation is obtained from the North Carolina Division of Water Quality or the Pitt County Planning Department showing that the feature is considered “exempt” from the Tar-Pamlico Buffer Regulations
- Obtain a commercial driveway permit from NCDOT and comply with all requirements for access to the subject property
- All truck traffic associated with the mining operation shall be routed through the existing sand mines on parcel numbers 85515, 88475 and 20260 and shall access Alvin Road via parcel number 20260
- Signage shall be posted at the driveway in the curve of Alvin Road (on Parcel 16917) that prohibits truck traffic for mining purposes.

Item: Hexagon Development, LLC Rezoning Request – Zoning Ordinance Map Amendment
Motion: Adopt the following consistency statement: The request is consistent with the Envision Pitt County 2045 Comprehensive Land Use Plan. The area requested for rezoning is designated as Agricultural on the future land use map, which allows limited commercial uses. In addition, there is a significant amount of wooded and wetland areas that provides spatial separation and screening between the site and adjacent residential land uses. The request is reasonable because the request is for a Conditional Zoning District and spatial separation and screening are required as outlined in the Pitt County Zoning Ordinance. Additionally, there is an existing solar farm in the vicinity of the property and the proposed site will not generate a significant amount of traffic or noise, and will therefore have minimal impacts on the surrounding area. The applicant is also proposing to increase setbacks from residential property lines from 50’ to 300’.

Item: Hexagon Development, LLC Rezoning Request – Zoning Ordinance Map Amendment
Motion: Approve the request by Hexagon Development LLC to rezone 1,048.94 acres located on the northern side of SR 1110 (E. Hanrahan Road), west of SR 1753 (Stokestown-St. Johns Road); both sides of SR 1753 (Stokestown-St. Johns Road), north of its intersection with NC 118; both sides of NC 118, east of its intersection with SR 1753 (Stokestown-St. Johns Road); and the northern side of SR 1918 (Frank Kilpatrick Road), east of its intersection with SR 1917 (Cannon Price Road), Parcels 10522, 38733, 24391, 19870, 15912, 11756, 12188, 03495, 03498, 03457, 20527, 10523, 23609, 03403, and 03410 from Rural Agricultural (RA) to Rural Agricultural (Conditional District) (RA(CD)) to operate a Solar Energy Facility (i.e. “solar farm”) subject to the development standards of Section 8(EEEE) of the Pitt County Zoning Ordinance, and recommends the following additional conditions:
Additional Conditions:
- No zoning compliance permit shall be issued until a site plan, prepared in accordance with Appendix B of the Zoning Ordinance, is submitted to Pitt County Planning for review and approval.
- To the maximum extent possible, the site shall utilize existing vegetation in order to visually screen the facility from adjoining properties and public rights-of-way. If existing vegetation cannot be utilized, a 10’ wide landscaped buffer yard planted in accordance with the requirements of Section 10(H) of the Zoning Ordinance shall be provided around the perimeter of the facility. A landscaping plan indicating the proposed screening shall be submitted to Pitt County Planning with the site plan for review and approval.
- A soil erosion and sedimentation control plan is required for development of this property that results in land disturbance over one (1) acre.
- This site must comply with the Pitt County Stormwater Ordinance for Nutrient Control. Nutrient loading and peak flow calculations shall be reviewed and approved prior to any improvements involving more than one-half acre. A 50-foot riparian buffer is required on all stream features present on the site, unless proper documentation is obtained from the North Carolina Division of Water Quality or the Pitt County Planning Department showing that the feature is considered “exempt” from the Tar-Pamlico Buffer Regulations.
- Obtain all required permits from Pitt County Inspections.
- Obtain any required driveway permits from NCDOT and comply with all requirements for access to the subject property.
- All equipment and structures shall be a minimum of 100’ from all adjoining residential property lines, and 50’ from all other property lines, except where shown as 300’ from adjacent residential property lines on the submitted site plan.
- Solar panels located along Whaley Road shall be 500 feet from all residential properties
