Motion: Adopt the following consistency statement: The proposed amendments to the Pitt County Zoning Ordinance are consistent with the Envision Pitt County 2045 Comprehensive Land Use Plan, because policy recommendation LU-4 (“Land Use and Development”) of the plan recommends updating the Zoning Ordinance to reduce/mitigate impacts from new development on existing residences, and require transitional features such as buffers, tree plantings, etc. when new development occurs near existing neighborhoods. The proposed amendments are reasonable and in the public interest because the Conservation Area Overlay District can be utilized to provide permanent open space and buffering between proposed uses and incompatible adjacent land uses, environmentally sensitive areas, or hazardous areas in excess of other minimum standards.

Motion: Adopt the following consistency statement: The proposed rezoning request is consistent with the Envision Pitt County 2045 Comprehensive Land Use Plan and meets the criteria to be designated as Employment/Industrial on the future land use map. The area requested for rezoning has been identified as a potential megasite by the Economic Development Partnership of North Carolina and sewer service will be provided to the site by GUC without voluntary annexation by the City of Greenville. The request is reasonable and in the public interest because the proposed megasite will attract major industries potentially consisting of advanced manufacturing, life sciences, pharmaceutical manufacturing, medical devices and supplies, food and agriculture and logistics and distribution. These industries will create thousands of jobs and will generate a significant capital investment for the local and regional economies. The site has significant spatial separation from existing residences, and the proposal includes establishment of a Conservation Area Overlay District to preserve areas of the site in their natural state and provide additional separation from nearby residential areas. Furthermore, development of the site will include major improvements to local infrastructure including roads, electric, water/sewer, and telecom services.

Motion: Approve the request by Weyerhaeuser Company, Inc. to rezone 3,319.59 acres, located on both sides of SR 1416 (Saintsville Road) west of its intersection with SR 1424 (Allpine-Taylor Road) and along the northern side of SR 1415 (Briley Road) east of its intersection with Saintsville Road in the Belvoir and Carolina Townships, Parcels 28076, 40475, 57817, and 57818 owned by Weyerhaeuser Company, and 01697, 16403, 23227, 23571, and 24244 owned by Weyerhaeuser Forest Holdings, LLC, from Rural Agricultural (RA) and Rural Residential (RR) to General Industrial (GI) and to establish a Conservation Area Overlay District as shown on the submitted rezoning map.

Item: Calvin Overcash Rezoning Request – Zoning Ordinance Map Amendment
Motion: Adopt the following consistency statement: The request is consistent with the NC 43 South Corridor Land Use Plan. The area requested for rezoning is in general conformance with the NC 43 South Corridor Land Use Plan and is located at an intersection with direct access to NC 43 South. Additionally, the area proposed for rezoning is located within close proximity to several other non-residential land uses within the vicinity, including two general contractors and several commercial uses located off of Wilson Farm Lane (automobile repair service, golf cart sales, and dog training facility). The property is also located near D.H. Conley High School and the Pitt Greenville Soccer Association Soccerplex. The request is reasonable because there are limited residential land uses in the immediate area. In addition, there are several non-residential land uses along NC 43 South within close proximity to the subject property and future non-residential development will require site plan approval by Planning staff.
