Need Help Paying Your Utility Bill?

The Low-Income Energy Assistance Program (LIEAP), administered by the Department of Social Services (DSS) provides a one-time payment directly to the vendors for eligible families who need assistance with home heating expenses. Benefit amounts are based on household size and income.

  • Applications will be taken from December 10, 2025 - March 31, 2026.
  • When all funds are spent, the program will end and applications will no longer be accepted for the 2025-2026 program year

Priority Group

  • Households with a person age 60 or older, or an individual receiving disability benefits and services through the N.C. Division of Aging and Adult Services can begin applying as early as December 10, 2025.
  • Applicants who fall outside of this priority group can apply beginning January 2, 2026.

Submitting Your LIEAP Application

Applicants can apply throughout the program period or until available funds are spent.

Online applications may be submitted through the ePASS Portal. Applications will also be taken at various locations during scheduled days and times. Pitt County DSS will submit LIEAP payments directly to vendors, and benefit amounts are based on household size and income.

Applicants may apply online, by telephone, in person, or by submitting a paper application by mail or fax to the Pitt County Human Services Center.
