Supporting Cleaner & Safer Lodging

The Rules Governing the Sanitation of Lodging Establishments (15A NCAC 18A .1800) set statewide public health standards for hotels, motels, inns, and bed and breakfast homes and inns. In Pitt County, these rules guide how lodging establishments are permitted, inspected, graded, and maintained to help reduce health risks for guests, staff, and the surrounding community.

Expectations & Regulations

  • Permits and Plan Review: Lodging establishments must obtain a permit before operating. New construction, additions, or major renovations require plan review and approval before work begins.
  • Inspections and Grading: Establishments are inspected using a standardized scoring system. Inspection results determine letter grades which must be publicly posted where guests can easily see them.
  • Cleanliness and Maintenance: Guest rooms, bathrooms, common areas, and physical facilities must be kept clean and in good repair. Linens must be properly cleaned, stored, and changed between guests.
  • Food and Beverage Safety: Lodging establishments that prepare or serve food must meet applicable Food Code requirements. Special provisions apply to bed and breakfast homes and inns.
  • Water, Plumbing, and Waste: Approved water sources, proper sewage disposal, and safe handling of garbage and refuse are required to reduce sanitation and environmental risks.
  • Pest and Chemical Control: Properties must be maintained to prevent insects and rodents, and cleaning chemicals and pesticides must be stored and used in ways that reduce the risk of contamination.

These standards help create consistency across lodging establishments and support a healthy experience for visitors and residents alike. Through routine inspections, education, and enforcement, local Environmental Health staff work with owners and operators to address issues early and reduce the likelihood of health-related concerns.
