Facilities such as nursing homes, hospitals, confinement facilities, adult day services, residential care facilities, universities, and other state-operated sites provide care, housing, or daily services to people with a wide range of health and personal needs. Because many individuals in these settings may be more vulnerable to illness, clean and well-maintained facilities play an important role in reducing health risks for those receiving care, students, residents, visitors, and staff. Through routine inspections, permitting, and education, Environmental Health oversight helps promote clean environments and consistent sanitation practices at these institutions licensed or certified by the North Carolina Department of Health and Human Services or operated by state agencies.

Inspection Requirements and Ongoing Oversight

Inspections focus on whether facilities meet minimum sanitation and operational standards designed to protect residents, patients, staff, and visitors. These reviews help identify concerns early and support timely corrections.

Key Requirements:

  • Routine inspections: Care facilities are inspected on a regular schedule, typically at least twice each year, to review sanitation conditions and daily operations.
  • Facility-wide review: Inspections may include resident rooms, patient care areas, kitchens, laundry rooms, bathrooms, common spaces, and waste handling areas.
  • Sanitation and cleanliness: Inspectors check for proper cleaning, disinfection, pest control, and general upkeep throughout the facility.
  • Water and wastewater systems: Drinking water supplies, plumbing, and wastewater systems must be properly maintained and functioning as required.
  • Food service and laundry practices: Facilities must follow safe food handling, dishwashing, laundry, and linen storage practices.
  • Maintenance and safety systems: Heating, ventilation, lighting, and other building systems are reviewed to support sanitary conditions.
