Permit Process for New Modular Homes

Installing a modular home involves several required steps before construction can move forward. Permits and inspections help reduce risk and confirm that each stage meets construction standards. The information below covers application steps, inspections, fees, and available support resources.

Getting Started With Your Residential Permit Application

Some projects must receive approvals before a building or set-up permit can be issued.

  • Floodplain Review
    Required for properties located in a designated floodplain.
  • Improvement Permit and Authorization to Construct
    Required for properties served by a septic system.
  • Manufactured Home Moving Permit
    Required when transporting a manufactured home on public roadways. This permit is issued by the county where the home is currently located. All required taxes must be paid before issuance. New homes purchased from a dealer do not require a moving permit.
  • Zoning Compliance
    Properties located within a municipality or extraterritorial jurisdiction (ETJ) must receive zoning approval. Farmville, Winterville, and Greenville issue their own manufactured home set-up permits.

A complete application includes the following:

  • A completed permit application
  • Sets of plans
  • Lien agent documentation for projects over $30,000
  • Additional approval documentation, if required
  • For manufactured homes: homeowner contact information, set-up contractor name and license number, utility providers, year, make, size, VIN number, and number of bedrooms

Permit fees vary based on project scope and inspection needs. Work that begins without a permit may be subject to double permit fees or fines.

Review and Permit Issuance

After a complete application is received, plans are reviewed for zoning, building code, and floodplain compliance. Permits are issued once all reviews are approved and required fees are paid.

Trade permits must be issued to the contractor performing the work unless the owner completes the work. In those cases, an owner affidavit is required. Common trade permits include:
