Pitt County Honored in 2025 Digital Counties Survey
Pitt’s ranking climbs to second in the 150,000 to 249,999 population category
Pitt County Manager Janis Gallagher announced at the Monday, July 21, 2025 meeting of the Board of County Commissioners that Pitt County ranked #2 in its population category (150,000 to 249,000) of the 2025 Digital Counties Survey.
The survey is conducted annually by The Center for Digital Government (CDG) and Government Technology magazine, in partnership with the National Association of Counties (NACo).
“The survey honors distinguished groups of U.S. counties that have worked hard to improve citizen and government experience through technology modernization and leadership,”
says Janis Gallagher, Pitt County Manager.
The winners were recognized at the 2025 Digital Counties Awards Dinner held during the NACO Annual Conference on Friday, July 11, 2025 at the Philadelphia Marriott Downtown.
“We’re honored to be recognized in the 2025 Digital Counties Survey for our work in cybersecurity, application modernization and constituent/customer engagement/experience. It reflects the effort our team puts in to deliver smarter, more effective government for Pitt County residents,”

The top 10 priorities for 2025 include:

- Business Process Automation
- Agency/Departmental IT Collaboration
- Talent Management: Hiring, Retaining, Nurturing Skilled IT Personnel
- Data Governance: Transparency, Open Data
The category honorees include: 1st Cabarrus County, N.C.; 2nd Pitt County, N.C.; 3rd Stafford County, Va.; 4th Onslow County, N.C.; 5th Charlotte County, Fla.; 6th Berkeley County, S.C.; 7th Clay County, S.C.; 8th Davidson County, N.C.
