Pitt County Moves Development Plan Review Process Online
Pitt County launched its new online permitting portal, Enterprise Permitting and Licensing (EP&L) in April 2025. Pitt County Planning & Development has streamlined a plan review process for residents and the development community. Planning & Development will move its plan review process to the EP&L system effective Tuesday, November 4, 2025. This change allows applicants to submit plans and pay associated fees online.
“Our goal is to make development and permitting more efficient, transparent and accessible,” said Jonas Hill, Director of Planning and Development. “By moving plan review online, we’re saving applicants time and improving communication between County departments and the community.”
The following reviews will be completed in this system: Subdivision, Environmental Planning, and Zoning. This applies to areas under Pitt County Planning & Development’s jurisdiction and areas covered by interlocal agreements between the County and a municipality.
The following areas must submit plans in the new system.
For Subdivision Review:
Unincorporated Pitt County, Falkland, Grimesland and Simpson.
For Environmental Planning:
- Stormwater Review: Unincorporated Pitt County only.
- Soil Erosion and Sedimentation Control Review: Unincorporated Pitt County, Ayden, Falkland, Grimesland and Simpson.
- Floodplain Review: Unincorporated Pitt County, Bethel, Falkland, Fountain, Grifton (Located in Pitt County), Ayden, Grimesland and Simpson.
- Riparian Buffer Determination: Unincorporated Pitt County only.
For Zoning Review:
Unincorporated Pitt County and Falkland.
