Local Emergency Planning Committee (LEPC)
Coordinating Emergency Planning for Community Protection
Developing and maintaining emergency response plans for chemical hazards, the Local Emergency Planning Committee (LEPC) supports community preparedness and ensures compliance with the federal Emergency Planning and Community Right-to-Know Act (EPCRA), also known as SARA Title III. Established within each Emergency Planning District by the State Emergency Response Commission (SERC), the LEPC brings together local members with knowledge of factors that affect public safety, the environment, and the economy. Their expertise ensures that emergency response plans are tailored to local needs.
In addition to its formal duties, the LEPC serves as a hub for community information and dialogue on hazardous materials, environmental and health risks, and natural disaster planning. This collaboration helps strengthen readiness, reduce risk, and protect residents across Pitt County.

Schedule: 1st Tuesday of the 2nd month of each quarter

Diverse Membership, Shared Responsibility
Members are appointed by the State Emergency Response Commission (SERC) and represent a wide range of groups, including:
- Broadcast and print media
- Community groups
- Emergency management and EMS
- Facilities subject to SARA Title III reporting
- Firefighting services
- Health officials and public health agencies
- Hospitals
- Law enforcement (city, county, state)
- Local environmental officials
- Transportation industry
- Local and state elected officials
