Oversight and Guidance for Community Support
Connecting the public, the Board of County Commissioners, and the Department of Social Services (DSS), the DSS Board provides both governance and advisory leadership to ensure programs meet the needs of the community. The board guides local policies to align with state and federal requirements, oversees operations, and monitors services such as child welfare, adult services, Medicaid, Food and Nutrition Services, Work First, and other community support programs. It also works to ensure all programs are administered fairly, efficiently, and in compliance with applicable laws.
Social Services Board meetings are no longer broadcast or live-streamed. Meetings are held at the Human Services Center, Room 145E, at 4:00 p.m. on the second Tuesday of each month.

Public Comment Guidelines for Social Services Board Meetings
The Social Services Board of Directors provides a public comment period during each regularly scheduled monthly meeting. This item appears at the beginning of the agenda and is limited to a total of 15 minutes.
Residents who wish to speak must complete the public comment request form at least one week before the scheduled meeting. The form must include the speaker’s name, address, topic, and signature. Incomplete forms will not be accepted. Board meetings are typically held on the second Tuesday of each month unless rescheduled due to a holiday or conflict.
Completed forms must be submitted to the Clerk to the Social Services Board using one of the options below:

Speaker Guidelines
- Speakers must state their name and address.
- Comments must be directed to the Board as a whole, not to individual members.
- Speakers are expected to maintain courtesy and professionalism. Obscene, derogatory, or slanderous remarks are not permitted.
- Disruptive behavior or interference with meeting procedures is not allowed.
- Speakers must conclude remarks when their allotted time expires.
- Board members may ask clarifying questions, but speakers may not engage in discussion or debate.
Topics Not Permitted During Public Comment
Certain matters are excluded from discussion under the Open Meetings Act and may not be addressed during the public comment period, including:
- Matters protected by attorney-client privilege
- Matters involving specific Department of Social Services employees
Each speaker is allotted three to five minutes, depending on the number of speakers and topics. A visual notice will be provided when one minute remains. Time limits are strictly enforced unless extended at the discretion of the Board Chair.
Only the Board Chair or designated presiding officer may respond, and responses are limited to acknowledging receipt of the information. Board members will not discuss topics during the public comment period. The Social Services Director or designee may be asked to follow up as needed.
Speakers requesting a written response must submit a written request specifying the information sought. Written responses will be provided within 14 days of receiving the request.
